I was casually photographing this scene when a CPD officer rolled up and commented at length about how much of a mess this recycling area often is. The police station is on the other end of the block, so the officer said he sees this kind of overflow every weekend.

I can’t speak to that (and I told him that I hadn’t seen it like this since after Christmas), but he was adamant about the ongoing disposal problem.
