I have an old pair of rain boots. They are plastic on the outside but fabric on the inside. I’m trying to figure out if I can recycle them.

Just like tyres and other plastics they can be recycled for use on roads and playing areas so take them to your local tip and theyll do it for you or look online for your councils services

Maybe you can repair them using “Shoe Goo” – brand name for an awesome shoe repair product that flexibly glues stuff back together and waterproofs it You can darn near make a whole new boot out of it. Look in the shoe department of your favorite big-box store.
Rubber makes great mulch.
I have seen boots and shoes used as planters.
