u need few chemicals and grind all the paper with it together,compress all the grinded paper, then spread and roll the grind over paper into sheets, and then make userdefined color, size, thinnes, quality paper
Actually main thing to start a small business for recycling is that u need to have a good sum of money.

I do not know all the answers, but I do know there is sludge involved, that once the paper is recycled, one has a whole lot of sludge to deal with, and it is toxic and there is no use for it.
There is non commercial recycling paper, that has no sludge. I have seen people soak paper for a long time, then shred it, then let it dry into sheets of paper again, slightly Grey but mostly the same color of white – one can make books from it… possibly you see the books that are sort of antique looking, very thick paper – used for crafts, poetry books etc. They look like ancient Egyptian books.
