Can a command recycle items to be thrown out and use the money for a command function?

Question by George S: Can a command recycle items to be thrown out and use the money for a command function?
We have a great deal of old copper wire scrap and aluminum deck plates that are slated to be thrown out of an old warehouse. We would prefer to recycle the items at a local recycling center and use that money for a command picnic. Is this possible? We are a US command.

I don;t swee why not, he is not keeping the money for himself like I did with some plates that we my unit use to use, instea dof recycling them, we use to throw them away,k I could nto see this and I recycled them and pocketed the $$$ when I was in. I suggested they recycle them and use th emoney for the section for a section party but they were too bullheaded.

No. If it has any value it has to be turned into DRMO.
    You can however:
    Hold a raffle.
    Do a carwash or bakesale.
    Have Bingo Games.

No! Whoever does this can be charged with a crime. (Misappropiation of US Governemnt property.)

If the material has scrap value then it _must_ be turned in to DRMO so the government can sell it and recover its value.

Whoever is commanding your operation needs to talk to his/her logistics people or this can turn into a ‘career-ending’ event.
