Question by PM: If water goes down a drain and is recaptured and recycled, how can water waste occur?
Wouldn’t water waste occur only if the water was used and didn’t return to be used again?

Because it is not 100% recyclable. There is some waste. It is that simple.

Not 100% of the water gets captured. Some evaporates, some gets left on the towel you dried your hands with, some ends up on your plants out in the garden, some gets used to wash your car, and so on……
Water supply systems are not closed loop. The processed waste water is returned downstream and replaced with fresh water. So the waste stream does not replenish the reservoir. There are also costs involved in delivering the water and processing the waste water.
From what I know recycled water isn’t sent back into people’s homes.
